To evolve Kubfu into Urshifu, you must have Kubfu as your Buddy Pokémon and then proceed to do the following.

You also need to use 200 Kubfu Candy to evolve after reaching these milestones, so you’ll be playing for a long while until you finally are able to get either one of them.
